
The US Department of Energy has decided not to designate three proposed National Interest Electric Transmission Corridors (NIETCs) that had advanced to Phase 3 of federal review, even as its own draft 2026 National Transmission Needs Study identifies accelerating electricity demand from data centers, manufacturing, large industrial loads, and electrification as major drivers of future transmission needs.
The corridors that failed to win designation were the Tribal Energy Access Corridor, the Southwestern Grid Connector Corridor, and the Lake Erie-Canada Corridor. DOE cited the 2023 National Transmission Needs Study, public and governmental input, and other information gathered during the designation process as the basis for concluding there was not sufficient grounds to designate any of the three.
A NIETC is a geographic designation rather than approval of a specific transmission project, though it can unlock federal transmission tools and, in limited cases, trigger Federal Energy Regulatory Commission authority to permit eligible facilities within the corridor.
A Familiar Timing Problem
The decision highlights a persistent mismatch: data center developers can request gigawatts of power years before a transmission line can be permitted and built. That leaves utilities and regulators weighing whether to build transmission early to support anticipated demand, or wait and risk the grid becoming a bottleneck after projects are already committed. Building too far ahead carries its own risk, since utilities and customers could end up paying for infrastructure that serves load that never materializes.
Former DOE Secretary Jennifer Granholm criticized the timing of the decision, arguing it is inconsistent to declare an energy emergency and call for more electricity while making it harder to deliver power where it is needed.
Neil Osnato, founder of Persistence Analytics Group, offered a more measured read, saying the Needs Study identifies a national transmission problem while the NIETC process asks a narrower question about whether specific corridors meet the statutory and evidentiary bar for federal designation. He said the episode points to a broader gap: the US has tools to identify transmission needs but fewer tools to convert those needs into timely, coordinated interstate projects.
What Texas CREZ Shows
Texas offers a contrasting example. Its Competitive Renewable Energy Zones (CREZ) program built transmission ahead of the full generation buildout, moving power from resource-rich West Texas to major load centers. Nearly two decades later, data center developers are gravitating toward parts of that same grid, including Galaxy Digital’s Helios campus in Dickens County, because of transmission capacity that was never built specifically for data centers.
A July 2026 report from the Energy Systems Integration Group’s Large Loads Task Force cites CREZ as a model for planning transmission around expected development rather than waiting for every project to materialize, and recommends proactive, scenario-based planning over project-by-project upgrades. Osnato cautioned that data center load differs from CREZ-era generation because it remains conditional on contracts, financing, permitting, and technology decisions, and said any development-zone approach should be paired with stronger requirements to verify which loads are real.
