
QTS has formally ended its Digital Gateway data center campus project in Prince William County, Virginia, withdrawing its remaining appeals before the Virginia Supreme Court and closing out years of litigation over what had been envisioned as a 2,139-acre technology corridor capable of attracting nearly $30 billion in private investment.
How Digital Gateway Unraveled
The project began in 2022 when Prince William County adopted a Comprehensive Plan amendment establishing a technology corridor along Pageland Lane. The site offered high-voltage transmission infrastructure, fiber connectivity, and substantial developable land. The county’s Board of Supervisors approved key rezonings in December 2023, overriding recommendations for denial from both planning staff and the Planning Commission. Courts later invalidated those approvals after finding procedural deficiencies in the county’s process. QTS filed its withdrawal notices in early July, ending the project without a detailed public explanation beyond a reference to “careful consideration.”
Permitting Risk Is Now a Primary Siting Criterion
Industry analysts say the cancellation reflects a shift in how developers weigh site risk rather than any cooling in AI infrastructure demand.
Neil Osnato, founder of Persistence Analytics Group, put it directly: “Permitting certainty, litigation risk, community opposition, transmission burden, water availability, local political durability, and public-cost exposure now have to be treated as core site-selection criteria. The pace of AI deployment has changed the tolerance for delay. If a site gets trapped in years of litigation, public opposition, or uncertain infrastructure obligations, developers may decide that capital is better deployed elsewhere.”
Ihab Osman, an independent strategist specializing in data center and mission-critical infrastructure, agreed. “I don’t think it’s evidence that AI infrastructure demand is weakening,” he said. “It is more about the developers becoming less willing to carry sites where the entitlement path, litigation risk, and public legitimacy risk remain unresolved for too long.”
Osman added a pointed observation about the relationship between power and permitting: “Power is still the central constraint. But power that cannot be permitted, defended, interconnected, or socially absorbed is not deliverable power.” A multi-year legal or political fight, he noted, no longer represents only a schedule delay. It can become a capacity risk, making a clearer site elsewhere a better use of capital.
Community Support Joins Power as a Deal Factor
John Dinsdale, chief analyst at Synergy Research Group, noted that community support and power availability have grown more influential in site selection decisions in recent years. He was clear, however, that the cancellation does not indicate a broader slowdown in AI infrastructure investment. “QTS will continue to aggressively build out its data center footprint. If that doesn’t happen in one location due to local resistance, it will happen somewhere else,” he said.
Osman cautioned against treating Digital Gateway as a universal template, pointing to its specific combination of battlefield proximity, sustained community opposition, prolonged litigation, and procedural failures. Still, he said the broader lesson applies widely: abundant power, fiber, and land are necessary but no longer sufficient conditions for a hyperscale campus to move forward.

Whether Digital Gateway proves to be an outlier or an early indicator of changing siting priorities across the industry remains an open question, but the outcome makes plain that a strong infrastructure profile alone is no longer enough to carry a large-scale AI data center campus to construction.
